I am to streamline the system and structure for preventing sexual crimes against women, crimes against elderly people or internet crimes, etc. Also I am to tackle with the delegitimization of the organized crime groups.

To realize the society which values victims over assailants

I am to realize the victims’ medical treatment without charge, economic support for the troubled victims, support for the orphans’ school attendance and relief and care enhancement for the victims of sexual crimes.

1959	Born in Kobe City (Father from Miki City) Graduated from Nagura Elementary School in Kobe City, NADA Junior and Senior High School.
1982	Graduated from the faculty of law, Tokyo University Entered the National Police Agency Worked at the Prefectural Police departments of Hyogo, Nara, Kanagawa, Osaka, Aichi, etc. and at the Cabinet Legislation Bureau, Cabinet Secretariat (in charge of security and crisis management), etc.
2005	Retired from the office, admitted to the bar.
2007	Established Goto Compliance Law Firm in Kitano, Kobe Consulting Lawyers to Asu-No-Kai, the National Association of Crime Victims and Surviving Families, Consulting Lawyer to the ECPAT/STOP Japan, Chairman of the Lawyers’ Forum to realize the society of not permitting child pornography, former member of the expert panel on the violence against women, the Council for Gender Equality of the Cabinet Office, former member of the General Security Conference, National Police Agency.

Hello, I am Yoshimi Watanabe, representing Your Party. The basic tenets of the party are “Debureaucratization” and “Regional Autonomy”. Then eventually we would like to realize the “Justifiable Politics” with “Life Conscious” idea.

I met an excellent person “Keiji Goto”. He is a former career official of the National Police Agency as well as a lawyer, certainly a man of determination. He has promoted nationwide the activities for the weak including prevention of child abuse and crime victim relief. This is exactly the necessary step to obtain the “Justifiable Life”.

I strongly expect the great success of Mr. Keiji Goto.

Protect children from child abuse, sexual crimes and child pornography!!

●Danger for children which cannot be neglected

Recently children’s safety is in danger in many fields. Child abuse and sexual crimes against children frequently occur and child pornography is widespread.
Children should be loved most and protected most. However, in our county, they are in great danger caused by the adults meaning mischief. We have to secure children’s safety as prompt as possible. I have made various appeals and proposals for the legal amendments with the right-minded NGOs in order to revise the child abuse prevention law and anti-child pornography law as well as to establish the Child Safety Basic Law.

●Democratic Party administration, cold-hearted to children

But the Democratic Party is preventing law revisions we are asking from moving forward. Democratic Party is continuously against the regulation of child pornography, and it has not been realized. I went to the Democratic Party office in April to act directly for the revision but it remains ignored. We have to end the Democratic Party administration, cold-hearted to children, and to change the politics into the one which cherishes children above all.

Economic support to the suffering crime victims!!

Crime victims do not have enough medical or nursing care support from the national government, and quite a number of orphans have to give up the higher education due to the economic difficulties. It is necessary to support the flawless crime victims to be able to live a normal life.

Mr. Goto, when working at the Osaka Prefectural Police, established the Ordinance of the Osaka Prefecture Safety Town Development having children’s safety as a feature, led by the incident of Ikeda Elementary School. He is the person who believes and acts that the most important job for the adults and society is to protect children while tackling the problems of child abuse, child pornography and sexual crimes.

Mr. Keiji Goto, 50 years old, lawyer, former police bureaucrat who aims at eradicating child pornography

He has an unforgettable memory.
In 1998 he was tackling with the countermeasures for the internet crime in the National Police Agency. At the conference of the International Criminal Police Organization (ICPO) held in France, he was introduced by the MC sarcastically as the “brave person who came all by himself from that superpower of child pornography”. At that time there were no laws in Japan to regulate child pornography, and hideous images flew out to all over the world. “I am sorry” To apologize to the oversea investigators was the only thing he could do then.
It seemed to him that the Law for Punishing Acts Related to Child Prostitution and Child Pornography which became effective in the following year was not enough regulated. Children who became the subject have to suffer from the wounds for lifetime.
“Why are Japanese that impervious to the pain of the children?” In 2005 he made a break from the police organization.
He passed the bar exam when he was in the police in 1992. “I wanted to achieve a mastery of law”. He tackled with the law books when commuting or on holidays. He passed the exam on his fourth try; he was then 33 years old. After becoming a lawyer, he rushed about on lobbying to the Diet members for asking the ban of simple possession of child pornography, etc. He formed the lawyers’ group of 10 at the end of March. “Child pornography is a child abuse itself”. His conviction does not change.

●Keiji Goto Esq●

an ex-cop, a lawyer, a father

Keiji Goto is Japan’s foremost authority on issues against child abuse and child pornography.

Japan in recent years along with the emergence of the popular anime and manga cultures, has also been noted by the international community as the leading exporters of child pornography. Further, the rate of criminal acts involving child abuse has elevated during the last decade by threefold. Goto see this to be partly due to the passive nature of the police and legislative bodies on criminal cases concerning children and domestic violence.

Throughout his career with Japan’s National Police, Goto has fought crime, both organizational and individual. On the National Security Council for the Prime Ministers office, he specialized on crimes against the less vulnerable members of society, mainly women and children.

Also during this time, Keiji Goto has been actively involved in lobbying, lecturing and criticizing a variable of organizations both in the official and non-official segments of government, altogether to find the pace of awareness of child related issue to be spread ? too slow. Now he is taking it into his own hands.

In Spring 2010, representative Yoshimi Watanabe the influential head of Japan’s political party “Minna no Tou”, has identified Goto and the importance of the legal infrastructure against current social crimes of child abuse/child pornography, thus nominating him to represent his party for the upper house elections scheduled July 11th 2010.

Goto’s visions in parliament include drafting legislation bills involving 1)re-amendment of the current child pornography law to forbid anyone from carrying/owning pornographic material involving children, 2)Tougher legal sanctions against child abuse, 3)To draft a law similar to Megan’s law in the U.S. where ex-convicts of sexual offence are monitored in society for a certain period of time, 4) to draft and pass a law to protect general rights of children, and 5) to allocate central/regional gov’t budget for an after care facilitative program to children who are victims of child abuse and child pornography.

At this time, it is our goal to attain as much possible awareness of Goto’s campaign in the current election and gain maximum support by the global community on his initiatives against child abuse and child pornorgraphy that is plaguing Japan, and hence the global community.

A graduate of Tokyo University, Mr Goto has worked with the National Police Force in the prefectual governments of Hyogo, Nara, Kanagawa,Osaka and Aichi, later on with the Prime Ministers office on matters of national security and civil risk management. In 2005, he obtains a law degree to establish his firm Goto Law Compliances in Kobe to advocate the national campaign against child abuse and child pornography. He is an active representative for a number of major legal and legislative lobbies on this matter, further an author to numerous publications and media appearances. In 2010, Goto has been chosen by the third political party "Minna no Tou" to represent their Kobe district for the 2010 upper house national elections.
